Shouldn't he have asked me first? shouldn't it have been MY choice?

i've known this guy for a year. he's asked me to be his girlfriend, but i'm not. so, before the other night we'd done making out, , and he fingered me, but no . then the other night, i was at his place, and in less than five minutes of making out, he placed my leg over his shoulder. i knew what he was doing, so i moved and gently pushed him away. we continued making out and he started eating me out. he saw my reaction and was like "no?" and stopped. shouldn't he have asked me before he did anything instead of doing it first and then waiting for my reaction? thought, opinions, comments?
