6 yr old whines & pouts?

My 6 yr old son seems to be behind in his emotional development. If he falls down he screams REALLY loud and for a long time. If something isn;t going his way in cl or at home then he might have a huge screaming meltdown as well. He is seeing the councellor at school, but it doesn't seem to be doing much. He can calm down when he wants to. Any ideas?
