Is it OK for dogs to eat Tootsie Rolls and Creme Savers?

Is it OK for dogs to eat Tootsie Rolls? What about Creme Savers? I know that when eating Creme Savers, dogs will bite down (crunch, crunch, crunch) rather than suck on them like people do.
