Why do republican's think black people vote democrat in order to have entitlement programs?

Seriously, there has never been a republican in past history that's even done anything remotely to help black people. When Obama gave higher education more Pell grants and aids for school, that will help black people up into middle cl, when Bush enacted the no child left behind problem, he left out the money to fund the problem. Social security isn't an entitlement problem, its a right after a long life of hard work, your only paid if you contribute something. As far as welfare goes, statistically there are more white people on it, being that black people only make up 13% of society. When a child turns 18, the parent is cut off welfare, and Bill Clinton enacted a welfare to work program to help those that wish to get off welfare. Republican's overlook everyone that doesn't make over 6 figures a year.
