Why were hummers ever allowed to be marketed as consumer vehicles.?

It seems vastly irresponsible to have applied them outside of their intended purpose (ie: military use) for the sake of profit. I realize they are a company and they want to make money, but damnit do it with some cl. Stick to military contracts.
